[Shadeshi_Bondhu] Developing ICT

This unquestionably is the age of information and no wonder that nations would be vying for a place in the forefront of information superhighway. Yet responses from political leaders to this demanding subject has not been equal and equivocal. It is because of this a Mahathir Mohammad could visualise where lay the solution to the underdevelopment of his country more than a decade ago when most of his counterparts in Asia and other continents were slow to comprehend the full import of the usefulness of information and communication technology (ICT). Sadly, in Bangladesh ICT lovers and experts still have to make fervent pleas at workshops and seminars to the government for developing the sector. At a discussion held in the city on Thursday it was disclosed that a British consulting firm has lately prepared a five-year roadmap for promotion of ICT in the country's private and public sectors. 


We understand that the initiative has been taken by some enterprising IT (information technology) wizards. It is surprising that no government has ever tried to make a time-bound comprehensive plan aimed at developing the sector. To our credit, young talents are proving their mettle at international level. Whatever progress the ICT has made so far is mostly the result of personal or private entrepreneurship. But more could be achieved if there was a concerted effort from the private and public sector. 


We do not have to go far for examples of sterling successes in this area. Bangalore has become the second largest ICT city after the Silicon Valley, USA and Salt Lake of Kolkata is following in its footprint. All because the political leaders there could comprehend the immense importance of the technology. They have made pragmatic plans with massive investment in the sector to get results step by step. Introduction of computers in schools for students at an early stage and other result-oriented measures have done the trick. What the government can do is to bring the roadmap under scrutiny. A panel of experts can be given the responsibility to analyse it and make recommendations, if any. If found wanting, the government may even draft a fresh plan for ICT development. About one thing there is no doubt that we must follow a plan of our own for the purpose -- and soon.
