Why can't you drink the supply water of WASA??
Why do you need to buy frsh drinking water??
Do you not give the payment of water bill to WASA authority?
If you pay regular water bill to WASA authority then
Why supply dirty the WASA authority ??
Do you not bathe in WASA supply water?
Do you not use WASA supply water for washing your body hands cloth & every thing with this dirty water??
Then it can be told that you are only drinking fresh water but you are using for washing body your clothes every with dirty water.
So you can be called a very dirty person. Bad smelling may come out from your body & it may create weather pollution around you though you are wearing very high price SARI?? .

you have said something on clean department. you see api, our bangladesh has many issues. we've lot of problems along with limitation. yes, may be dhaka city corporation could do exactly what you said. but durniti might be a reason here. but this same dhaka city corporation established record on cleaning dhaka city during eid ul azha. few years back, after eid ul azha, it was impossible to move in dhaka city. but now it is ok. I still believe, there are areas, where improvement needed.
but my summary is: durnity should be stopped. durnity impacts from 1st to end of the whole event. we need good/quality practices generation after generation. leaders need to be such a man/woman that we can follow. keeping clean, following traffic rules are minor issue. more high priority issues are: implementation of law should be pure. many freedom fighters are still too much poor. our nation is under big threat. many parents are giving enough time to make their kids cricketer, singer, actor (because those are short way to be established in life and earn more money) but not for higher study. so, we nation always hire specialist from abroad. media companies giving car apartment money to a singer but for good result achievement in school, college, university, only a short interview in news keeping student's parents at left and right. so, whole nations thinking is gradually changing. anyway, lot said. everybody will say, this girl talks too much.

For keeping area clean it does not require too much education. The dirtiness in Dhaka city is only the reasons of people are not here responsible & aware for cleaning to protect the pollution. It does also not require for 2 times cleaning every day which is a kind of ignorance in wasting time & man power.
The moral duty of the residents to keep clean their body houses near house area & not throw the rubbishes here & there but to keep the rubbishes in a specific place for removing by the city or town cleaning authority.
There is cleaning department in every City council or town councils which are running by the public tax. Its duty of the cleaning authority is to remove the rubbishes in schedule time. But in Dhaka is not done it properly only the reasons of people are not aware & ignorance. The cleaning authority of the city councils is irresponsible & careless. So all are quality-less
In case of traffic system people do not try to know & do not try to follow the traffic rules & road codes though there are a lot of traffic police & traffic department. People are passing urine here & there because there are no any public toilets for the public though there is the department of public sanitation & public health.
These are only reasons of people are quality –less in every section.
So it needs to introduce a sytem to provide quality education nation wide all people for making them aware for doing cleaning for knowing traffic rules & road codes & to follow these.

api, yes i live in Dhaka. yes, rubbishes are thrown here and there. but in many areas now rubbishes are collected twice a day. so, good change is coming. yes, people also pass urin the way you said, but they are not educated, they need education. yes, nobody observs traffic system. because, we don't have traffic system. in developed country, they have traffic system. but only control traffic. that mean, we just control the traffic,we don't have any traffic system yet. a full traffic system is very costly. but gradually we are making fly over, underpass, foot over bridge and that is a good sign. yes, there are quality less people in dhaka. education should be given from home. we don't educate our sis, bro, kids in that way. so, it is our fault that we could not build such nation. it is me and you who are quality less.
