It is a good news that some action has been taken against the lazy, irresponsible & quack doctors.

It will be a better news if the action be taken that all clinics & hospitals in Bangladesh must be closed & all patients must be sent to USA India Singpore & Saudia for doing their body check up & for doing body treatment & the clinics & hospitals in Bangladesh will not be reopened untill & unless the quack doctors of Bangladesh be properly educated in medical science & human science..

Rationalizing Fuel Price: So far a half done act
If you have hundred taka to give subsidy, whom do you give it to? A labourer to buy food or a private car owner worried about rising fuel price? Also, don't treat fuel and fertiliser similarly. Why, would you ask?


The way we are going to open this article may seem like dramatizing, but it is not. We will come to the point - in the later part.
 
All fuels should be brought into market price. All means all - petrol, diesel, cng, everytihng.
 
Also, do not tie this policy with the price of fertiliser, even though they are related. We hope to deal that issue separately at a later date.
 
So, if all the prices of fuel is left to catch up the market price and more importantly, to fluctuate, then how it is going to affect the lives of people and how will that influence the macro-economic stability? Just to highlight the issue, let us give an illustraion here:
 
FBCCI President Anisul Huq spends probably less than one percent of his income on the fuel cost for his private car. However, the fuel that he buys for his car is also subsidized by the Bangladeshi taxpayers! And if the fuel price increases to reflect the international market price and the price fluctuates, it will not be a problem for Mr. Huq or people like him.
 
Now consider the situation of the worker who work in one of the garment factory that Mr. Huq owns or any other workers for that matter. What percent of their income they spend on transportation? Also, if you consider the situation of a government official who does not take bribe, how does the price increase of fuel affect (if the person has one or two school/college going children, the situation also worsens).
 
Also, consider the another two illustrations - from the perspective of input into production system. What happens if the price of electricity or fuel goes up? Do that create an existential problem for Mr. Huq's businesses? Probably not. It will cut into his margin probably, but he will be afloat doing business and at the same time will be self-respectful since he as a rich man do not take subsidy from the poor people of the country. I am sure, people like Mr. Huq has good intensions for the general people in the heart. However, we do not know for sure yet.
 
How about the other input - price of diesel and electricity affects the farmers, too. If these prices doubles, what happens to this farmer?
 
 
We have tried to illustrate constrasts in two different scenarios of fuel price increase - one as transportation cost and another as input to production system. These contrasts has to be taken into affect and address the concerns.
 
Listening to the IMF as they say it would not solve your problem. I do not know what they have in their mind (it can't be something good!). However, we can say this safely - they always suggest something that is easy for them.
 
Solving a problem is not an easy thing - specifically when you do policy making. The problem of our older generation is that when it comes to the choice between "doing it easy way" and "doing it right way", they have so far chosen the first option. But they need to learn doing it right way - even if that is imperfect, comlex and hard to implement. When something is hard to implement, that is good - because that will create more employement. Don't know what I am talking about? Think - you will know. Or send us a message, we can elaborate the details for you peoples.
 
Just to illustrate a problem, please allow us to describe one thing. Dr. Tamim is now the Energy Adviser, isn't it? But before that, what he used to do? He was a senior teacher in his faculty/department, or least he is not a junior teacher who doesn't have any say in policy making. Lets see what do they do in BUET as far as policy making. In other universities, there is always problem with elections when it comes to the choice of dean and chairman of different faculty and department. However, in BUET, there is usually no election. Thats should be a good thing you would think - since BUET could follow an international standard method of choosing a department chair or a faculty dean. But that is very complex method and it needs to practice judgement on the part of senior teachers. So, BUET teachers do not go that way - why? Because it is complex, to say the least. Off course, there are other issues beyond the scope of this discussion. So, how do they choose chairman or dean in BUET, you must be thinking. Its funny - they have a rule of rotation - every tenured professor in the department will become both chairman and/or dean - even though we know that many people do know a thing about managing a department or a faculty. But still, they have this rule. Why? Because, it is easy for them to implement. By doing that they have compromised a very basic thing about the development of a university - that is competence and use of merit. So, what do you expect from a guy like Dr. Tamim? Its much easier for him to go for the easiest choie - which is treat all of those above-mentioned scenario equally. That will make his job easier, isn't it? Who cares about competence, merit, good of the people, good of the institution? After all, most of our experts in our country becomes expert by memorizing text-books! May be its our problem that we expect too much from these professors, secretaries and other professionals.

Gas, Fuel, Fertiliser
Subsidies at this rate should not continue further
Says finance adviser

Finance Adviser Mirza Azizul Islam yesterday said subsidies on gas, fuel and fertiliser at the present rate should not continue further as such incentives have long-term adverse effects on economy.

He admitted that there would be some sufferings from the latest hike of compressed natural gas (CNG) price.

"Indeed, there will be some sufferings from CNG price-hike. But how long will you continue to give subsidies on some materials like gas, fuel and fertiliser?" the finance adviser said.

He was talking to journalists on the sidelines of a seminar "Official Statistics: Collection and Dissemination" arranged by Bangladesh Statistical Association at the National Economic Council (NEC) auditorium in the morning.

Presided over by Statistical Association President Prof Quazi Mafizur Rahman, the seminar was also addressed by association vice-president Prof Samad Abedin and secretary general Abdur Rashid Sikder.

The finance adviser said at the beginning of this fiscal year, some Tk 6,000 crore had been allocated as subsidy. But later, the government had to increase the amount of subsidy to Tk 15,000 crore.

Asked whether the price-hike of CNG is timely, he said, "No time is good enough. If the price of CNG was not increased, then the government would have been forced to realise the extra expenses (of subsidy) through increasing tax or through deficit budget."

Aziz said prices of many things like gas or other fuels are many times lower in Bangladesh than the neighbouring countries.

Addressing the seminar as chief guest, the finance adviser urged the Bangladesh Statistical Association to come up with "timely, reliable and objective statistics without being politically influenced."

Without authentic data, no development project can be implemented successfully, he said.

[Shadeshi_Bondhu] Amader Phone Teletalk

Telecommunication in Bangladesh & Teletalk

All of us know it at least that Teletalk Bangladesh Limited is a
Government owned public limited company. It launched its operation
on March 31, 2005 with a view to creating fair competition among
private mobile phone operators, lowering call rate and enhancing the
Government revenue. Now it is April 2008. The achievements of this
company over the past three years are not very few but the history
of its corruption is not insignificant as well since its inception.
The name of the first Managing Director Md. Obaidullah is on the ACC
(Anti Corruption Commission) list of suspected corrupt personnel;
you can check it. There are many kinds of accusation against him.
Recruiting people directly without any circular, selling SIM's
illegally, embezzlement and misuse of funds are some of them. We
want proper punishment of these corrupt secretaries-engineers-
officers-employees in accordance with prevailing law. But the whole
Teletalk family cannot be mistreated because of a few corrupt
personnel.

There are five more mobile phone operators at present in our
country. The very influential Grameenphone, the AKTEL, the
Banglalink, the CityCell and the WARID. The Norwegian company
Telenor owns the 62% share of the Grameenphone; the remaining 38% is
owned by Grameen Telecom Corporation. Grameenphone got its license
fully free of charge in the name of Dr. Muhammad Yunus. Since its
launching it has been draining thousand crores of money out the
country although it was to invest from its revenue on our country.
We don't know the exact figure as those who deal with these figures
are always highly entertained by the Grameenphone.

The owner of the Banglalink is the Egyptian multinational company
ORASCOM TELECOM. It has turned into the second largest operator in
the country by its skillful management although it came into the
market in February 2005. We can assume that the lion share of its
revenue is draining out the country. The same scenario can be well
imagined for Warid Telecom of Abu Dhabi Group based in Dubai.

The 70% share of the third largest operator AKTEL is owned by TM
International. TM means Telecom Malaysia. The remaining 30% share is
owned by the native A. K. Khan Group. So what do we see? The most of
the revenue of AKTEl is also draining out the country.

The first mobile phone operator of this country is CITYCELL. The 45%
of its share is now owned by Singtel Asia Pacific Investments based
in Singapore. The Pacific Motors owns 31.43% and the remaining
23.57% is owned by Far East Telecom Limited.

Valued readers, most of you and I myself do not use Teletalk to an
extent that can be counted. Why don't we use Teletalk? The answer is
very simple: the network is not good. The line gets cut while
talking, the sound is not clear, noises and echo in the line etc.
So what to do in order to improve the network? It needs to install
good quality telecom equipments of good companies, increase the
number of BTS's (simply towers) and employ qualified engineers for
operation and maintenance of these equipments. It needs a huge
amount of money to do these. Does Teletalk lack in money? As far as
I can guess, Teletalk does possess necessary amount of money.
Besides, the vendor company provides a lot of opportunities these
days of sheer competition. For example, I am a vendor company and
you are an operator. Just come to an agreement, give me an
opportunity. I will supply your necessary equipments, I will install
those equipments for you, I will even look after the equipments if
needed. You will just pay me from your revenue by degrees as per the
agreement.

Why then Teletalk lacks behind? Do you remember how much passion it
created when it came into operation? Where did the passion go? The
management of Teletalk had definitely been bad and is still bad but
no member of the Board of Directors of Teletalk can avoid his
responsibility in this mishap?

Valued readers, for your kind information the chairman of the Board
of Directors of Teletalk is the honourable Secretary of the Ministry
of Posts & Telecommunication. Other than him there are one joint
secretary of the same ministry, the chairman of BTTB (Bangladesh
Telegraph & Telephone Board), one joint secretary of Ministry of
Finance, one joint secretary of Ministry of Commerce, one joint
secretary of Ministry of Science & IT and a few honourable members
from various departments of BTTB. As far as I know, this membership
is fixed by posts.

Valued readers, you must have read in newspapers that a project
worth about 541 crore for multiplying and improving Teletalk network
is pending for the Board's consent for about one year. But why? Why
keep such an important project pending for months especially while
in such a dynamic and competitive market of telecommunication? As a
conscious citizen of the country I have a deep urge to know why the
Board of Directors is not supporting the project. Is the Board
blind? Doesn't it see how the multinational companies with their
colourful and clever advertisements are consuming the people of my
country? The newspaper which we, the students still regard as an
ideal print medium also seems to overlook this fact. We are so
shocked. Can't we check our craving for the big advertisements for
the sake of motherland?

Again, there has probably begun an evil design to sell the share of
Teletalk to a Korean company. Why? If Teletalk was not financially
sound how did they propose the project and how did the Board passed
it, in their words, ethically? We do not need to go very deep to
realize that Teletalk doesn't earn a little from the 1.2 million
subscribers. Alternatively, if the situation of the company is as
worse as they intend to believe then why don't they think of public
share?

After Mr. Obaidullah this is the first time Teletalk has got a full
MD. The General Manager (Transmission) of BTTB Mr. Mojibor Rahman
has recently joined Teletalk as Managing Director. He should realize
how much we are expecting from him.

Honestly speaking, all of us want to use Teletalk. We want to keep
the countrymen's money in the country. Hence we have a request here
to all respected board members that they should give up their small
personal interest for the greater welfare of the motherland and work
together for the good of Teletalk.

In the last, I want to inform the valued readers that in this
writing I have very cautiously avoided some words. Because I firmly
believe that at least under the good governance of this caretaker
government no honourable secretary can go into the pocket of any
single company or a vested quarter.

[Shadeshi_Bondhu] Climate Change: A threat for bangladesh



Environment

Climate change is the greatest environmental challenge facing the world today. Human induced changes in the global climate and associated sea level rise are widely accepted with policy makers and scientists. The Intergovernmental Panel on Climate Change (IPCC) concluded that "the balance of evidence suggests a discernible human influence on global climate". Rising global temperatures due to climate change will bring changes in weather patterns, rising sea levels and increased frequency and intensity of extreme weather events. Climate change poses significant risks for Bangladesh. The exact magnitude of the changes in the global climate is still uncertain and subject of worldwide scientific studies. It is broadly recognised that Bangladesh is very vulnerable to these changes. Indeed, it has internationally been argued that Bangladesh, as a country, may suffer the most severe impacts from climate change. A new report called Climate of Disaster, published this month in Bali by Tearfund shows that, based on past experience, Bangladesh is going to continue to be one of the worst-hit places on the planet.

Scientists tell us that the most profoundly damaging impact of climate change in Bangladesh will take form in floods, salinity intrusion and droughts, all of which will drastically affect crop productivity and food security. We will also face riverbank erosion, sea water level rise and lack of fresh water in the coastal zones. The prognosis is more extreme floods in a country already devastated by floods; less food for our country in which half our children already don't have enough to eat; and less clean water for where waterborne diseases are already responsible for 24 percent of all deaths. Bangladesh is one of the world's largest deltas, formed by a dense network of 230 unstable rivers; most of the country is less than 10 meters above sea level. Were the Earth to warm by just one degree Celsius, 11 percent of Bangladesh would be submerged, putting the lives of 55 million people in danger. Most scientists -- including the UK government's David King -- expect a two-degree increase. It is almost impossible to imagine how Bangladesh will cope with this situation.

Climate refers to the average weather experienced over a long period. This includes temperature, wind and rainfall patterns. The climate of the Earth is not static, and has changed many times in response to a variety of natural causes. Climate change represents a change in the long-term weather patterns. When scientists talk about the issue of climate change, their concern is about global warming caused by human activities. Global warming refers to an average increase in the Earth's temperature, which in turn causes changes in climate. A warmer Earth may lead to changes in rainfall patterns, a rise in sea level, and a wide range of impacts on plants, wildlife, and humans.

The main human influence on global climate is emission of the key greenhouse gases -- carbon dioxide (CO2), methane and nitrous oxide. The accumulation of these gases in the atmosphere strengthens the greenhouse effect. At present, just over 7 billion tones of CO2 is emitted globally each year through fossil fuel use, and an additional 1.6 billion tones are emitted by land use change, largely by deforestation. Due to greenhouse impact global temperature is increasing with increased amount of CO2 in the atmosphere. The Earth's average surface temperature has been risen by 0.76° C since 1850. Over the last 16,000 years, the rate of increase in global temperatures has been about 1°C for every 4,000 years -- and yet, some predictions now suggest that we may see another 1° increase over the next one hundred years. In its Fourth Assessment Report (AR4), published on 2 February 2007, the Intergovernmental Panel on Climate Change (IPCC) projects that, without further action to reduce greenhouse gas emissions, the global average surface temperature is likely to rise by a further 1.8-4.0°C this century.

This will result in a further rise in global sea levels of between 20 and 60cm by the end of this century, continued melting of ice caps, glaciers and sea ice, changes in rainfall patterns and intensification of tropical cyclones. Scientists examined the number of tropical cyclones and cyclone days as well as tropical cyclone intensity over the past 35 years, in an environment of increasing sea surface temperature. A large increase was seen in the number and proportion of hurricanes reaching categories 4 and 5. The largest increase occurred in the North Pacific, Indian, and Southwest Pacific Oceans, and the smallest percentage increase occurred in the North Atlantic Ocean.

Recently Sidr has battered Bangladesh. It is believed that natural calamities like Sidr and other types of cyclone is the output of the phenomenon as the world climate is changing fast because of global warming caused by anthropogenic pollution. Long vulnerable to nature's fury, Bangladesh stands to suffer even more from extreme weather events like this as a result of human-induced climate change, scientists say. Cyclone, Sidr and Tsunami are the outcome of climate change for which industrialised nations are responsible. A number of rich nations are yet to implement the agreement of Kyoto Protocol of 1997.

Climate change is a global issue that demands a global response. All countries must be part of the solution. Speaking at the UN Climate Change Conference in Bali, (COP13) Andy Atkins, Tearfund's Advocacy Director says: "It is time for the international community to take stronger action to support vulnerable communities' efforts to reduce the risk of disaster. Airlifting stranded people from floodwaters and sending food packages to those affected by drought can no longer be our sole response to weather-related disasters. As a global community we have a moral responsibility to invest our aid money upfront in helping the planet's poorest people prepare for predictable disaster. If we do not, then many thousands of lives will be needlessly lost and billions of pounds of aid money will not be used to best effect."

Bangladesh, one of the most densely populated countries in the world, with over 755 people per square Km, has a per capita income of only about US$235. Over 40 percent of the population lives in poverty. With its high population density, low level of development, and low lying deltaic mass, Bangladesh has already been facing a number of natural and man made problems. Natural hazards like cyclones, floods, droughts and socio-economic problems such as poverty, low literacy, poor health delivery systems, high unemployment are some of them. In future Bangladesh may also have to face adverse impact of climate change and sea level rise. To better prepare the country for dealing with these impacts pragmatic planning is needed based on authentic data and analyses from scientific studies.
