A closer look at the perceived successes of ACC - is it a success yet? We don't think so.
Whenever one talks about successes of the current interim government, the name ACC come. But if you were to given a chance to criticize this vital organization, what would say? What are the weaknesses, if any?
 
 
The biggest challenge of ACC to challenge the ruling government, sometimes. Let us clarify this statement in details.
 
The art of governing is often compared to art of how well one can accomodate the power brokers of the system. No matter what kind of government is there in power, political or non-political, honest or corrupt, based on the experience and character strength of the members of the government, they make differing level of compromises with different power brokers. The main challenge of ACC should be to make sure that while making those accomodations, there is no systematic problem. Identifying and fighting that systematic problem is the biggest challenge of the ACC. That would mean to fight with the government power. Sometimes that may bring embarrasment to the government - you should not fear that. Even if it is a interim government, presumably all good people, ACC is still entitle to embarrass this government. In fact, we would argue that your success as an institution would be counted on how many times you have managed to embarrass the government. Off course, your job is a bit subtle. The opposition always try to embarrass the government - they do it in order to weaken the government. But you would embarrass the government in order to strengthen it. So, you have to be very careful in choosing cases in which to embarrass the government. According to our scorecard, your score is still ZERO for last one year.
 
One may ask, while giving the current ACC a big zero score, can we suggest something that ACC has missed so far? Here is one.
 
So far, government has make one big compromise that is faulty. They probably do not see it. Or may be they don't feel that they are strong enough not to do that compromise. We do not blame them. Given the people in the government, it is quiet expected. They have made a compromise with the bureacracy. It is hard to fathom that "when 50 ministers are arrested, none of the secretaries of those ministries are yet to be arrested". Can you explain this? Its an anti-corruption drive that is skewed to favour the bureacrats. In our view, it is the job of the ACC, to correct this problem in the current government. If you do, it will be helpful for the government in the long run, even if they dont like it. It will also be helpful for you too. If some institutional process don't check the free reign of the original culprits, who have learned to stay low profile throughout career, people will at some point be frustrated and go into street again. So, its better for you do the job of people, steadily, so that we the people, can focus on our work, studies or whatever productive we are doing. Bottomline, you have to be seen as fighting the government. If you don't think so, you have a big a problem. Try to go beyond your lessons during military career. If you can't recreate your image and if you can not change the perception and instead you are seen as a fighter, you would also be shown the door. Before that day comes, you are smart enough to know what to do. But we want you to try to change the image. You have got few things right so far. You can achieve the rest of it, too, we believe.
 
Bottomline for ACC Chairman and his colleagues is this:
 
Govt. is bound to make some policy compromise. While they do those, there will be systematic problems. It is politics in its worst state, but it has been even worse before, now getting better. However, you should target the systematic problem in governments policy. In our view, you should target few of the 50 secretaries, even if that means small embarrassment for the government. This small embarrasment now, if you can make that happen, will save many big embarrasment for the government and for you.
